| In 2007, children’s toys and products were found to have high levels of lead – even though there were rules in place intended to prevent that from happening. Some 45 million toys and other children’s products were recalled – reminding Americans that no government agency tests toys before they are put on the shelves. Congress heard a lot of complaints about it and created a bill in 2007 (actually 2 bills – one in the House of Representatives and one in the Senate), and on August 14, 2008, President Bush signed the House bill “H.R. 4040” into law. The law, now known as the Consumer Product Safety Improvement Act of 2008 [CPSIA], mandates that children’s products be tested by third party laboratories for the presence of hazardous substances. The CPSIA test starts initially with lead, adding phthalates and then other substances over a period of time.
